Rotten Robbie's appealing gas station rejection - Manteca Bulletin

Manteca’s elected leaders will decide whether Rotten Robbie’s will be able to build a gas station and convenience store on the southeast corner of Airport Way and Wawona Avenue.

Robinson Oil’s appeal of the Planning Commission’s decision to deny a site plan and minor use permit is being heard on Tuesday, April 6, at 7 p.m. by the Manteca City Council.

The commission on a 4-1 vote rejected the application based on its proposed configuration. Specifically they were against:

*plans for two commercial diesel fuel pumps  out of concern it would increase truck traffic on Airport Way that is not currently designated as a truck route.

* involving left turns on and off Airport Way with access driveways being too close to Wawona Street.

The formal resolution rejecting the project delineated three reasons for the commission’s actions:

*It will create hazards for vehicular, bicycle, and pedestrian movements along Airport Way.

*Without installing a traffic signal at Airport Way and Wawona Street, the project would not be mitigating impacts it is creating on traffic.

*The amount of heavy diesel trucks expected to fuel at two diesel pumps at the station would create heath issues for an existing residential neighborhood within 150 feet of the fueling pumps.

Rotten Robbie’s owner Tom Robinson made it clear last month when the commission reaffirmed a decision to reject the project made at their January meeting that he was willing to address the concerns cited by the commission by tweaking the project.

That would include eliminating fuel pumps for commercial trucks powered by diesel. That in turn would eliminate all truck left turns on and off Airport Way except for delivery trucks. It would also allow the dropping of a driveway along Airport Way that planners believe was too close to Wawona Street.

Rotten Robbie’s could also be required to contribute its fair share of traffic  impacts it would generate if the city determines a traffic signal is needed for the Wawona Street and Airport Way intersection. While every intersection is different, it typically costs more than $500,000 to install traffic signals.

Robinson indicated such changes would still accommodate pickup trucks and cars that run on diesel at the pumps under the canopies just like they are at a number of other gas stations in Manteca.

The commission decision came before the unveiling of the much awaited truck route study that was shared with the public in the draft general plan update released last week.

It includes making Airport Way a truck route all the way through Manteca.

As such the concern that the city approving commercial diesel pumps at that that location luring truck traffic onto the Airport Way corridor may be a moot point if and when the council adopts the truck route designation.

If that happened it would not lessen the traffic safety issues raised by the commission.

With the commercial fueling island, a driveway off of Airport Way in close proximity to Wawona Street is needed to accommodate semi-trick movements. The only driveway needed along Airport Way if there were no commercial diesel fuel pumps would be farther to the south away from the intersection.

As originally proposed Rotten Robbie’s wants to build a 24-7 gas station with 16 pumps, two diesel pumps for trucks and a 4,800-square-foot convenience store.

The meeting will be conducted over Zoom and livestreamed on the city’s website and carried on Comcast Channel 97 due to the pandemic.

Opponents or supporters of the appeal will be allowed to comment prior to the April 6 meeting when it is scheduled to be considered by the council.

How to comment

There are four other ways for the public to make comments and have them included as part of the record.

*The first is eComment where you call up the agenda on the city’s website. New users will need to follow instructions to make an account. The comments are made by going down the agenda on the website and clicking on the eComment icon. Only one comment is allowed per agenda items of up to 500 characters. Any eComment can be at any time up to the item being heard by the council.

*Emailing a comment to mayorcouncilclerk@ci.manteca.ca.us up until two hours before the meeting. Comments 250 words and under will be read into the record while those over 250 words will be made a part of the official record but not publically read. Copies of the email comments over 250 words will be provided to council members.

*Mail comments to the City Clerk’s office at 1001 W. Center St, Ste. B, Manteca, CA, 95337 that is received up to two hours before the meeting start. The same email word rules apply.

*Hand delivered comments to the city clerk’s door drop slot no later than two hours prior to the meeting. The same email world rules apply.
